Look for an Updated Contractor Operation Manual

As the Energize Delaware HPwES program continually evolves, we’re making sure these changes are reflected in the Contractor Operations Manual (COM), which is a supplemental reference guide for all contractors approved to participate in the HPwES program.

Franklin Energy expects to publish a new version of the COM on September 2, 2019. Here’s a summary of the changes:

  • Completion certificate to help inform customers of the work completed, including final test-out data, final R-value, and air sealing reduction percentage. 
    • The program is implementing a process to award homeowners with certificates reflecting the energy efficiency upgrades performed on their homes.
  • Timetable for final test-out completion paperwork to be sent to NGAGE within 10 business days from the time the project is completed.                     
  • Contractor Scorecard process to include web publishing.
    • Contractors will now be scored by the program administrator based on three key areas of service delivery, including: Customer Service, Work Quality and Timeliness. To help the customer select an appropriate contractor, the scorecard will be published on the Energize DE website.   
  • The program to follow the Building Airflow Standards located in the BPI 1200 technical standards.
  • R19 value or below to require added insulation and air sealing in attics.
    • No HVAC rebates will be approved with an insulation R value of 19 or below, unless the proposal includes added insulation (special circumstances will require written approval) 
  • Attic insulation to be prioritized over any other insulation.
  • Lead-safe certification or licenses needed only if required by the company’s trade. 
  • Portable space conditioning appliances do not qualify for rebates, nor will there be rebates awarded for project areas outside the thermal envelope that are not already conditioned.   
  • Energize Delaware Terms and Conditions has been updated to include notice to customer of test-out fee.
  • Process for contractor remediation for substandard work identified through QA inspections.
  • Contractor disciplinary procedures process including expulsion from the program.

The COM will continue to be updated as new processes and technical specifications are implemented within the HPwES program.
